Brisbane North PHN (the PHN) are seeking representatives from local community organisations and health agencies who would like to participate in a Health Needs Assessment webinar workshop series.
The Health Needs Assessment provides a strong evidence-base for future planning processes, enabling the PHN to make sound informed decisions regarding future resource allocation in the region. To assist in making decisions around future projects, the PHN would like to host a webinar workshop series that aims to work with stakeholders in the region to develop potential solutions that address gaps, challenges and needs that were identified through the Health Needs Assessment.
The webinar series is particularly targeted at developing solutions for the following 4 health areas:
Aboriginal and Torres Strait Islander health
Children's health
Population health
Service system
The Health Needs Assessment Process
In 2021, Brisbane North PHN conducted its HNA in partnership with Metro North Health and their Local Area Needs Assessment (LANA). The video below describes the steps and process that was undertaken.
Identified Health & Service Needs
Through the HNA process the PHN identified 63 needs, 59 of which were prioritised. Common issues were further consolidated and grouped into 7 health areas. Priortised health and service needs are presented below:

This is an opportunity for participants to familiarise themselves with topic areas, the considerations in proposing or generating solutions, ask questions about the workshop process and meet other attendees.
Population Health

Population health is regarded as the health outcomes of the entire community, often impacted by the socioeconomic influences and whole of community interventions, including immunisation and screening programs. Topics in this webinar will look at developing potential solutions to address these aspects and determinants of health.
The Turrbal, Jagera, Wakka Wakka, Gubbi Gubbi and Ningy Ningy people are the Traditional Custodians of the land on which the Brisbane North region falls. It is estimated that there are over 26,400 First Nations people living in the region. While First Nations people only compose of 2.5% of the population, considerable issues exist in the availability of quality and culturally-appropriate health services, which likely contribute to higher rates of morbidity and mortality. This session will explore potential avenues that could address these gaps and improve the well being of the First Nation's community in the region.

Children and younger persons were a cohort of people that were of interest, particularly throughout consultation. Childhood and adolescence is a period that lays foundations for health and well being for future years. Health outcomes and service delivery for this cohort is therefore important and this session's purpose is to develop potential solutions that addresses these needs.
There is increasing pressure on our health system to respond to the health needs of the community. Coordination, systems integration, and navigation are few of the challenges that both patients and health practitioners experience and are a challenge in the face of growing co-morbidity in the community and fragmentation of services. This session will explore potential avenues that could alleviate the growing pressures that are experienced by services in the region.
Developing Solutions
Commissioning underpins all of our work as a PHN.Commissioning is cyclical and is underpinned by the following principles:
understanding the needs of the community
co-designing solutions
managing relationships
monitoring and evaluation
This cyclical process relies on our relationships with local partners that are built on trust. We work with community members and other stakeholders to identify needs and co-design solutions. Through the commissioning process, there are 3 possible outcomes or approaches to addressing community needs. They are through partnerships, direct provision, and procurement of services. Definitions in the context of the PHN for each are below.
Partner: The PHN establishes a joint and collaborative approach with another organisation with the mutual goal of addressing a health need.
Provide: The PHN directly provides a service.
Procurement: The PHN, often through a tender process engages an existing organisation to deliver agreed services.
The approach taken is often dependent on many factors including capacity to undertake projects with the limited resources available to the PHN, and the duration of the activity.
The Partner, Provide and Procure framework will be used to inform the development of solutions throughout the webinar workshop series.
