Metro North Health (MNH) and Brisbane North PHN (the PHN) are committed to working together to achieve our vision of a community where appropriate health services are available to everyone. This is manifested in the integrated and aligned manner in which health services are planned, organised and delivered locally.
Over many years of working together (including in our previous forms), a range of governance arrangements have been developed including:
- Joint Protocol for working together
- Joint Board Committee
- Joint Operations Group
- Health Alliance (inc. funding for Care Collective, SPAN)
- Joint Regional Needs Assessment
- Joint regional plans (e.g. mental health, health equity)
- Agreed Data Sharing Framework
- Annual Metro North Health Forum
- Participation in each other's collaboratives, steering committees, working groups, advisory groups, procurement processes and recruitment panels
- MNH funding a number of services commissioned or delivered by the PHN (e.g. Team Care Coordination, HealthPathways, GPLOs, GP Smart Referrals, Working Together to Connect Care).
In 2024 the Queensland Commonwealth Partnership commissioned the Joint Regional Governance Thought Leadership Paper and Framework which includes a detailed review of national and international studies and the views of healthcare partners across the system in Queensland. It highlights key findings, lessons learned, and examples of best practice, which serve as the foundation for the guiding framework and recommended programs of work. https://www.health.qld.gov.au/__data/assets/pdf_file/0031/1376653/qcp-thought-leadership-paper-and-framework-summary-report.pdf
30 lessons on effective joint regional governance were identified and these have been turned into this self-assessment tool. For each of the lessons we ask you to rate to what extent it is currently in place in our region and how important it is to have (regardless of whether we currently have it or not). A longer explanation of each lesson follows each question. There is also a free text box to provide any comments or suggestions on joint regional governance.
The tool should take approximately 25-30 minutes to complete. It is open until 5.00 pm Friday 20 February 2026.
The results will be used by the Joint Board Committee and Joint Operations Group to identify areas to strengthen and develop further our joint regional governance.
If you have any questions or concerns with the tool, please contact Paul Martin, General Manager, Health Alliance at paul.martin@brisbanenorthphn.org.au or 0422 919 444.
