Brisbane North Primary Health Network’s vision is a community where good health is available for everyone. Brisbane North PHN (the PHN) supports clinicians and communities in Brisbane's northern suburbs, Moreton Bay Regional Council and parts of Somerset Regional Council. It covers approximately 4,100 km2 of urban, regional and rural areas, with a population of over one million people.
We work with local communities, consumers, carers, health professionals, hospitals and community providers to understand our community and their needs. We then engage stakeholders to design and commission programs and services to meet those needs.

About Primary Sense
Primary Sense (the tool) is a clinical decision support tool that uses de-identified general practice data to deliver timely, evidence-based care. Developed by GPs, data experts, and researchers, it provides real-time medication safety alerts, reports, and patient prompts.
The tool incorporates the Johns Hopkins ACG® System for risk stratification, helping identify high-risk groups and forecast future health needs. It enables PHNs to coordinate de-identified data extraction, identify service gaps, support approved secondary research, and enhance analytics to better understand and address population health needs across Australia.

Opportunity to Join the Primary Sense Expert Advisory Panel
The PHN is offering a unique opportunity to become one of the initial members of the Primary Sense Expert Advisory Panel. The Panel will contribute to the strategic direction and clinical governance of a nationally significant health data tool. As a panel member, you will help shape how Primary Sense is used to improve patient care, inform service planning, and support research across the PHN region.

About the Role
The PHN Primary Sense Expert Advisory Panel (the Panel) brings together key local clinical stakeholders and expert health data researchers to assist the PHN with strategic advice and risk mitigation strategies for the tool.
The Panel is to comprise of clinicians and research academics, including, but not limited to GPs, practice nurses and/or clinically qualified practice managers and health data analysts or researcher(s). As a panel member, your input will play a vital role in shaping future developments and enhancements of the tool.
The Panel will act in an advisory capacity by:
- Providing clinical governance input into the development, ongoing deployment and meaningful use of Primary Sense in the PHN region
- Conduct independent review of data standards and risks as required
- Offer advice to the PHN Primary Sense Internal Steering Group, acting independently and objectively of both Primary Sense and the PHN
- Oversight of the PHN Primary Sense Clinical Governance Framework
- Supporting ethical alignment in the PHN’s involvement in secondary use of Primary Sense deidentified data
The advice and recommendations made by the Panel play an important role in informing the decisions made by the PHN’s Primary Sense Internal Steering Group. Additional information will be provided in the Panel’s Terms of Reference and related supporting documentation for appointed panel members.
Members will receive sitting fee payments for meeting attendance as per the PHNs Health Professionals Engagement procedure.
Panel Meetings and Engagement
The Panel will convene virtually via Microsoft Teams for one hour on a quarterly basis. Meeting dates will be scheduled following the appointment of panel members.
Additional opportunities for engagement may arise outside of these scheduled meetings and will be coordinated on an ad hoc basis as needed.
Selection criteria
Applicants must be working in the PHN region in a primary care setting and demonstrate:
- A strong understanding of the region’s current health system needs and priorities
- The ability to engage constructively in a panel setting, particularly in discussions around the use of digital tools across the health system
- Clinical qualifications in Primary Care (e.g. General Practitioner, Nurse) or expertise in health data research or academic experience, with a demonstrated interest in health data systems (desired, but not mandatory)
